Submit Tool Approval Decisions

/v1/conversations/:conversation_id/messages/:message_id/tool-interventions

Approve or deny tool calls for a waiting conversation message.

Start the conversation with stream: true and bypass_tool_approval: false. When the stream emits tool_approval_required, map each emitted tool_call_id to a resolution such as approved or denied, then submit the map here. The original stream continues after the Assistant service processes the decisions.
